Of course, yes, you can apply in Manitoba PNP as well as Saskatchewan PNP at same time while you lodge a visa application, provided you must be eligible to apply in these Provincial nominee programs.
There are different eligibility requirements for each province of Canada, thus, you first need to check if you can bring off key criteria of any desired province before moving towards next step. Canada PNP used to nominates skilled candidates who have relevant skills and talents to contribute the growth of economy. PNP operates a point based system under which points will be allotted through various factors such as age, relevant education, employment experience, Language proficiency and other additional factors.

To apply under Manitoba PNP, you must have some nominee or relative who reside in the province on PR or citizenship for the past two years. There are also other requirements under MPNP (Manitoba provincial nominee program) as mentioned given below:
·        You must be at least 18 years of age at the time of application submission.
·        You must have an active Express Entry profile.
·        You are required to gain a minimum six months of work experience in any occupation that are in demand under Manitoba PNP.
·        A minimum CLB 4 or 5 you need to score in IELTS to proof that you are proficient in English language.

On the other hand, Saskatchewan PNP is unique province which invites skilled applicants with at least 60 immigration points out of 100. This PNP is basically considered as lenient province and you need to fulfill key requirements as listed out below:
·        For SINP (Saskatchewan Immigrant Nominee Program), you can be eligible on the age of 49 years old.
·        No job offer letter is required from Saskatchewan or Canada.
·        To be eligible, a minimum 4.5 bands are required to score in IELTS in each module of reading, writing, listening and speaking.
Hence, there are different easy accessible criteria which mandatorily need to follow up for getting provincial nomination. You will be awarded additional 600 points if you receive PNP nomination.
